Representative Matt Gaetz explains the misuse of Critical Race Theory in a video linked through 'that phrase' below; but first I want to understand that phrase's words better. And I find you understand phrases' words better if you look at 'the words at their base' (then going on to look at the words at those words' bases, then the words at those words' bases, etc.-etc. ad infinitum)
Critical Race Theory is ... complicated, but it sounds to me like it's the idea that society is Traumatized by people's Past disrespect for Skin-Colors (e.g. America's former Slave-Industry (most of the slaves being 'forced |Immigrants from Africa'), the Emancipated Slaves' Progeny being denied their |Civil Rights for so long---circumstances that led to a lot of Whites being 'Born into |Privilege' while Blacks (along with Yellows & |Browns & Reds---for different reasons) weren't given the Slave-Owners' Heirs' |Advantages).

The basic idea behind Critical Race Theory is that Racism is not an Individual Bias or Prejudice, but is Embedded in Legal Systems & Policies (with Race (these days) being more a Social-|Construct (a selection you check on your census-form)---the |Biological Characteristics being mostly |Coincidental).

 but the video linked through the former 'Critical (Race Theory)' refers to the way this originally-
harmless Theory is now being used to Blame Today's Whites for the misdeeds of History's
  Whites.)
