I don't know if they actually use the phrase in any of the versions of WATCHMEN, but--up until recently--I always thought of the old saying "Who watches the watchers?" when I saw that title.
But--as the movie would often go to times in 'the ultimate watchman's life' when he would train his mind by reconstructing a clock--the title more-appropriately refers to 'the Men who build the #Watch!'
