A Write-In Candidate is someone whose name does not appear on the #Election Ballot, but for-whom the Voter Votes by Writing the Candidate's Name on the Ballot. 

(The rules vary State-to-State. I live in a State that does not allow such a vote, so I can't imagine how other States could DARE to count those votes (but--having said that--I remember the vote works more like 'each State decides how it votes').) 

The word “Election” is built on ancient words that mean "to Pick Out, Choose, Collect, Gather (see Ex-)."

I think this is a situation where the Vice President can reject a State's votes (just like he could if a State voted for a fictional character for an office, he could if a State voted for someone who cannot legally hold the office).
