The word “Goons” is either a made-up word (in "The Goon & His Style" (Harper's Monthly Magazine, December 1921) that means "a Person with a Heavy Touch, who Lacks a Playful Mind," or is built on ancient words that mean "Simpleton" (|Gony ... American- & British POWs (in World War II) called their German guards Goons).
