I watched John Oliver's LAST WEEK TONIGHT the other night; and either he doesn't understand something about The Internet, or he does understand (as he kinda demonstrated a few minutes later) and was just playing-for-comedy.
He was talking about America's ballot-security–how it's believed that our Presidential Election was hacked by foreign powers in 2016 and -probably will be hacked again in 2020–and the election-official (of a district in America) was explaining that they kept their ballots on a closed-network ... and Oliver was incredulous, like he didn't understand how you can have 'two or more computers linked in a network' and NOT be "on the Internet."
He's 'at least a few years older than me,' so I'm surprised if he needs this explained to him (unlike the Millenials & Gen. Z-ers who were practically born "connected" (with The Internet being plugged into practically every portable device you can think-of)).
Because 'I remember a time before Internet-connection came "standard" on computers'—I think you still have to "provide for Internet-connection somehow" (maybe not 'plugging it into the phone-jack' anymore, but ... this Internet-connection is an item in The Package of Services from AT&T!)
That's right: Computers aren't "descended from their creator, The Internet (The Worldwide Web);" rather, The Internet (Web) is constructed by them!
... or maybe that's just the 'old, dial-in' version of The Internet–the one where you pay for an ISP to give you access to The Web (which they connect to through their national/international network-hub)–but now there's 'Wi-Fi,' which is ... some kind of magical mystery (involving broadcasting-towers etc.)—let's examine that (below 'some Reflection on the Foundations').

Oh, it's a blesséd time we live in when I can 'Just Google It!' when I need to know anything about anything (I actually "Bing It!" but 'Just Bing It!' isn't as popular a saying); but I'm a little 'old school,' and I like to "remember what I know" before I decide to learn something in its place ...
The way I see it, computer-technicians 'figured out' how to get computers to communicate with each other over phone-lines (I'll 'Bing' that too!);
That's a simplified version of
–kinda like when Christians simplify
'millions-of-years of evolution
'millions-of-years of evolution
& development' into "And God
said ..."–but it's all you need
to know ...
then–perhaps as phones developed more-&-more into 'wireless devices' (cell-phones, iPads/iPods, etc. ... possibly with the 'distant ancestor' of the CB-Radio)– the techies 'figured out' how to get computers to communicate that way too.
Looking for 'how wi-fi was invented,' I get a little report on 'electromagnetic induction' (how electricity travels through the air, changing the direction of a compass as it passes by) and how radio-signals work.
Then Binging 'how does wi-fi work,' I get a report that tells me how the computer converts data into a radio-signal and 'wirelessly' transmits it to a Router (the Router is basically a 'computer on the Internet' that translates incoming and outgoing broadcasts).
So yes, 'Russians' could hack the computerized ballot-machines ... if they build a supercomputer/supercollider/'Magical Mystery Machine' that uses a tuning-fork and a harp-string to harmonize its data to the magnetic frequency of the stick-pin potatoes at the core of most of America's elderly ballot-machines (a good reason why they don't "update" their technology to modern 'standards'—it's very difficult to hack a machine that's not compatible with any others you might use!)
... But words are still evolving ... You know
