We'll discuss the legality & the offensive lyrics in a moment, 'the Maryland legislature's decision' linked through 'the main word' below; but I feel it's more important to understand that word better. And I find that you understand words better when you look at the other words at the bases of the words you're thinking-of ...
The word |Anthem| is built on ancient words that mean "Verse in Response" (Antiphon ... like the Responsorial Psalms (where the |Cantor sings the |Chorus, repeats it along with the Congregation, who repeats it again after the |Cantor sings each Verse)). 
(According to my sources, the word evolved from 'Scripture set to Sacred Music' or 'Song of Praise or |Gladness' when it was used to name England's National "|Hymn" (and spread to other groups' songs from there).)
