Well, I'll discuss that theory (thought up while watching the series you can order at the 'Noir'-hyperlink) below. But what's important here is 'the word hyperlinked below'---a word they are able to use because it's connected to other words built on an even-deeper source ... something crucial that firms the foundation upon which our lexicon stands ...

The word “Noir” is built on ancient words that mean Black (see Negro ... Merriam-Webster tells us the word describes the |Bleak, Darkly Cynical quality associated the Crime-|Fiction that features |HardBoiled Characters & |Sleazy Settings).

The theory that comes to my mind involves the 'conspiratorial' nature of Vought International ... a conspiracy that reminds me of (and might be a metaphor for) 'large corporations that back powerful figureheads'---like The Catholic Church does the Heavenly beings, or like The Federal Government does the Executive-, Legislative- or Judicial-officers. 

See, Black Noir (especially in the recent episodes) ...

... does a lot of 'clean-up' for V.I.---tracking-down The Boys & attacking them once he's found their latest hideout, tracking-down & eliminating 'Supe Terrorists' (or what Homelander calls "Super-Villains"), thrashing & kidnapping Annie & her mom when it's found-out that she's helping The Boys ... it's how I guess God used Lucifer (The Angel of Death).

What does that have to do with 'Black Noir staying mute'? Well, it's another type of God Complex ... not 'thinking you ARE God,' but more like 'involving a High Rule about God'---that God knows all (and thus you cannot speak any information but that which God commands you to).

Dark Noir ... I'm not sure 'what trauma struck him mute' (a lot like Kimiko was struck when she saw her parents murdered)
