Obviously, this term wouldn't apply to most of those ministers ... at least, not in the same way it usually applies to people (who lack 'steady living-quarters' by their poverty, rather than by 'their abundance of living-quarters to choose from').

I guess it's just an example of the name-calling that people often descend-into when confronted with the hypocrisy of leaders who–though their Godlike Leader famously said that the meek inherit the earth & that The Kingdom of Heaven belongs to the poor–proudly build their lives (if not 'their ministries') on being not meek & not poor! so I guess you might judge them 'spiritually vagrant.'
