The word “Nine” is built on ancient words that mean ... "Nine" (researching 'Eight,' I heard that 9 was built on "New" (which most of 9's ancient bases resemble) since it's the beginning of another set-of-8). 
"To the Nines" (Fully, Elaborately, To Perfection) is built on the ancient notion of the Perfection of Three-times-Three (e.g. The Nine (Muses), The Worthies (Nine Brave People of Ancient Time), the Nine Orders of Angels, the Virtues ... the Nine Original Mouseketeers) 
—though the phrase might be a corruption of the ancient phrases "For the One (Purpose or |Occasion)" (|Nonce) or "To the |Eyes."
